It was one of those last minute items for my trip.
Maybe both thanks to the internet, I did find directions in english. The box was reopened for taking pictures and testing to make sure the device functions. Prior to leaving I opened the box to find the directions were in russian and I didn't have time to deal with it so it went into a drawer and was forgotten about.
Thanks to the internet, I can try to recover part of my loss. I don't know if the price came down from a year ago, or I got ripped off from buying through a tour agency.
